Owen was a director of a jewellery business in St Helier, Jersey. During the late fifties arthur aquired a potent Cooper sports car and set about breaking speed records at Montlhéry and Monza. Arthur was invited to race at the 1960 Italian GP which was boycotted by the major British teams to fill out the grid, only to retire on the first lap.
